    The city of Miami plans to use $6 million in tourist tax dollars it receives annually, money originally tied to the Miami Arena, and about $7 million in parking fees, to be paid by the Marlins, to float a bond to cover the garage s construction costs.     The Panthers made the playoffs in just their third season and then unexpectedly qualified for the Stanley Cup final that same year, behind John Vanbiesbrouck's goaltending, plus a shower of plastic rats from the boisterous crowds in the old Miami Arena.
