    Claude Hartley of Tupelo served as a member of the Tupelo School Board in the 1990s and is now a member of the state Board of Education.     The child s biological father transported the child to North Mississippi Medical Center in Tupelo last week after he discovered the child was suffering from several bruises, a fractured bone in his hand, malnutrition and appeared to be underweight for his age, according to Monroe County Sheriff Andy Hood. After learning of the abuse, MCSO deputies and DHS employees responded to Walters residence and discovered the child had been abused over an extended period of time.
