    Renewed concern over the confidentiality of concealed weapons permits began when Shirley Katz, a South Medford High School teacher, insisted she needed to carry a concealed weapon in her classroom to protect herself from her ex-husband.     A Medford travel agency owner was arrested Tuesday on accusations of online sexual corruption of a child after authorities set up a meeting in Clackamas County with a fictitious 13-year-old girl. In July, Kelly Ray Rasmussen, 47, started chatting online with a law-enforcement officer posing as a 13-year-old girl, said Jim Strovink, a Clackamas County Sheriff's spokesman.
