    John Dietrich, a St. Louis-area Brooke Insurance franchisee who sold property and casualty insurance at his business in Hillsboro and DeSoto in southern Jefferson County, said he received his franchise release Oct. 28. Dietrich said he sought the action after Brooke Insurance failed to pay his rent and phone bill and failed to deliver premiums on about eight commercial insurance policies to their carriers.
