Commissioners approve RTA, measure to go to voters Aug 13, 2004 The Rural Transportation Authority would serve Colorado Springs, Manitou Springs, Green Mountain Falls and unincorporated El Paso County if approved by voters. It would be funded with a 1-cent sales tax increase, with 55 cents of the tax expiring after 10 years. (Colorado Springs Gazette)
Voters agree to more exemptions from TABOR tax limits Nov 6, 2004 Colorado Springs, Manitou Springs, Green Mountain Falls and El Paso County approved the creation of transportation authorities; Pitkin and Garfield counties expanded theirs. Voters also approved $151 million in new debt, including $12 million for roads in Glenwood Springs, $25 million for a police headquarters in Greeley and $18 million for downtown development projects in Grand Junction.
