The EPA issued the permit on July 31 for Desert Rock a 1,500-megawatt, coal-fired electric plant that Sithe and the Navajo Nation plan to build south of Farmington in northwest New Mexico. The state filed its petition with the EPA s Environmental Appeals Board to either deny the permit outright or remand it back to the EPA for further consideration of the facility s effects on ozone, visibility, particulate matter, carbon dioxide, and hazardous air pollutants.
