    The hostel will be managed and operated by the Ruth M. Rusher Trust, Cape Cod Foundation and Hostelling International USA, which operates six hostels in the state including two on the islands and two others in Eastham and Truro. Deborah Ruhe, executive director of Hostelling International told councilors Thursday night it is mostly young people in their 20s that stay at hostels, but girl scouts, international travelers, some families and single moms also stay at such facilities.     Paula Aschettino , an Eastham homeowner who heads Citizens for Homeowners Insurance Reform, said wind deductibles are too broad. She says a minor wind storm last year caused nearly $8,000 of tree damage on her property, but her insurer would cover none of it because she had a wind deductible of 2 percent, or $12,000.
