    In a lawsuit, Hope- A Women s Cancer Center in Asheville and Raleigh Orthopaedic Clinic are contesting the state s requirement that providers receive permission from N.C. regulators before they build new facilities or make certain equipment purchases, usually those costing $2 million or more. The state s certificate-of-need requirement is intended to reduce unnecessary increases in health-care costs by eliminating duplication of medical facilities, services and equipment.     Published: Monday, October 6, 2008 9:40 PM EDT The gasoline shortage continues to stir things up for drivers across North Carolina according to the Asheville Citizen-Times, which reported Monday that dry gas tanks at stations are causing some contamination problems when fuel becomes available. Jose Ortiz of Fletcher, said that five gallons of gas that he bought from a convenience store looked like root beer. (Rockingham Daily Journal, NC)
