    Tax caps are in place in Franklin, Derry, Nashua, Rochester, Dover and Laconia. The ruling will not automatically affect those caps, but Assistant Attorney General James Kennedy if someone in another city were to challenge that city's cap, Nicolosi's ruling could be used as a persuasive argument before another judge. (AP) -- Police in Rochester, N.H., say a bag of human ashes from a crematorium in Texas have been found on a road, and they're trying to find out whose remains they are and how they got there.     Man sentenced in Maine for assault  Mar 4, 2009
    Albert Smith of Rochester, N.H., was sentenced Tuesday in U.S. District Court in Portland, Maine. According to the U.S. attorney's office, Smith and his girlfriend were at the Indian River Campground in Eliot, Maine, last August when Smith forced her to New Hampshire and back into Maine while he assaulted her repeatedly and slammed her head into the driver's side window.
