The least the non custodial parent could do is make sure there are the basic necesseties for their child ... thats what civil warrants for ANYTHING are, from traffic tickets to parking tickets to child support issues, this is nothing more than indentured servitude(aka slavery) and it should be mentioned that the state is so pro-heavy on collecting these payments because they sit in the state accounts and accruing interest before being paid out through ad-lit um agencies to the custodial parent.
