For most individuals, by the time they get enough experience with climbing gear to tie into the harness correctly and not get tangled up or misuse the slings and carabiners, the harness would be superfluous. Meanwhile, there is a risk of tripping on a sling and either going the full distance if temporarily unclipped or sliding down to the next post, if still clipped in (followed by a very sudden stop that could cause an injury).
