Maryland has a nonresident freshwater fishing license fee policy similar to Cook's proposal, but it has a flat nonresident license fee of 14 to fish Chesapeake Bay and its tributaries year round. Maryland changed its licensing fee schedule when all vendors changed to computer licensing about 1999, said Sharon Carrick, director of licensing and registration for the Maryland Department of Natural Resources.
