An even simpler approach: If the nonprofits the city pays to take care of the homeless got paid only for properly documented full beds, meals consumed, therapy rendered and lives turned around, wouldn't the nonprofits go out and round up the homeless themselves or figure out ways to coax them into the shelters. Or better yet drop the PC nonprofit BS and make caring for the homeless a legitimate business and make someone out there EARN that $150 million a year for services rendered.
