    In fact, historical data show that for the last century, the April-July flows in the Sacramento River have declined steadily, apparently caused by a rise of roughly two degrees Farenheit in air temperature and a consequently thinner snowpack.     So few spawning chinook salmon returned to the Sacramento River and its tributaries this year that ocean fishing for salmon was banned in California and Oregon.
