    May be terrorist can attack railway station or fire in public place but its not practical to enter in places like Hotel TAJ or Oberoi, they can easily be stopped at main entrance and each six or five star hotel have private security to counter such threats infact we had witnessed that two security guards gave their life by stopping a suicide bomber at a Mosque/Imambargah in Lahore, Pakistan to save life of thousands of people.
