    I served as deputy commis sioner of health from 1987 to 1990 and watched our DRG system lead to the commitment that no New Jerseyan should be denied acute care based upon his or her ability to pay, followed by Dr. Rick Goldstein's and Dr. Molly Coye's implementation of what became today's Charity Care program. Although we no longer use DRGs for all payers in New Jersey, without Dr. Finley's foresight, the universal access reforms we are considering today would be well beyond our reach. (NJ.com -- Times)
