    AUSTIN (July 14, 2009)--A Texas Ethics Commission ruling posted Tuesday fines McLennan County Sheriff Larry Lynch $500 after the commission found that Lynch failed to include information on campaign reports filed in 2006, 2007, and 2008. Among other things, the commission found that Lynch failed to properly disclose total political contributions maintained averaging about $23,740 in violation of the Texas Election Code.     ANDREWS Waste Control Specialists filed a complaint Thursday with the Texas Ethics Commission against No Bonds for Billionaires and Karen Hadden of the Austin-based Sustainable Energy and Economic Development (SEED) Coalition. While Clark Thomas and the PEC did not hire him to lobby for them, Curtis Fuelberg says Clark Thomas did hire him to keep the firm informed about things that might affect the PEC.
