    In 2006, the Report Card on the Ethics of American Youth, a national survey conducted every two years by the Josephson Institute of Ethics, found that 60 percent of high school students had cheated on a test during the past year.     The six pillars trustworthiness, respect, responsibility, fairness, caring and citizenship spell out the acronym T.R.R.F.C.C., but the school has created its own version of the program that the Joseph and Edna Josephson Institute of Ethics first established in 1993 in Los Angeles.
