The second law would ban bonfires in the village, except those supervised by Alfred University or Alfred State College and approved by the fire department. Under current regulations, Fire Chief Richard Hoffman can issue permits allowing residents to build fires, but Hoffman is concerned about the difficulty of regulating a fire after it's been approved.
