    When Tennessee s 106th General Assembly convenes Jan. 13, both the Senate and House will be under Republican control for the first time since 1869 during the roiling post Civil War Reconstruction period. Even so, the slim budget means that any new bill carrying a fiscal note either a direct cost or an incentive that results in loss of revenue has little to no chance of passing this year.     The first Almanack, published in 1864 by John Wisden, an accomplished cricketer, contained 112 pages of cricket scores padded out with the dates of battles in the English Civil War, a list of winners in The Oaks and the rules of quoiting.
