Local 2-209 of the Steelworkers union filed a complaint with the s Milwaukee office in September accusing Harley-Davidson management of failing to bargain in good faith by unilaterally revoking its past practice of permitting employees to smoke, during their breaks, outside the plant at W156 N9000 Pilgrim Road.
